Frank Lampard has insisted Chelsea are poised to spend in January after the manager reportedly told the club his top two targets.
Chelsea have given Lampard a £150million budget after seeing their transfer ban overturned for January.
The Guardian claim Lampard’s priority targets include a new attacker and a left-sided defender.
Lampard regards Leicester City’s Ben Chilwell as his top target at left-back, but it is likely the Blues will have to wait until the summer to make their move for the Englishman.
Chelsea will concentrate on signing a forward and a centre-back, with former Blue Nathan Ake a possible addition.
Lampard revealed plans were in place for January and revealed no player would be signed without his say so.
‘We are certainly joined up on recruitment,’ Lampard said, before the New Year’s Day fixture against Brighton.
‘I know we haven’t done anything yet so there is no proof in that but we are joined up.
‘I have very close conversations with Marina [Granovskaia, the director], Petr Cech [the technical and performance adviser] and Scott [McLachlan], who is the head of our recruitment department.
‘They know what I want and I will be fundamentally in the middle of who and what we bring into the club.
‘As it stands we are very open about that. If it feels right from my side, on the footballing point, in January, and from the club side in January, then we will make the moves we make. It is a joined-up effort.’
Chelsea can activate a £40million buy-back clause for Ake and have been linked with attackers Moussa Dembele, Wilfried Zaha and Jadon Sancho.
Olivier Giroud could leave the club after falling down the pecking order, but Lampard wants to add a forward regardless.

Mikel Arteta has declared he is prepared to drop Mesut Ozil if his attitude and commitment to training drops.
The Arsenal star has been plagued by inconsistency in his Emirates career and was repeatedly overlooked by Unai Emery in his final months at the club.
Arteta has been tasked with rejuvenating Arsenal, but sent a blunt message to Ozil over his work-rate and place in the starting eleven.
Asked if he would build his team around Ozil, Arteta replied: ‘No, I put him in the team if I see every day that his attitude, desire and understanding of what we’re trying to do is there.
‘He has the will and if he is in a better moment than somebody else, I will pick him. The moment this changes, he won’t play.’
Ozil has started both of Arteta’s two matches in charge so far, but received a dressing down from interim boss Freddie Ljungberg in his last game.
Ljungberg hit out at Ozil’s angry reaction to being substituted in the heavy defeat to Manchester City, but Arteta urged the German to continue performing in training.
‘I hope he can sustain this level every three or four days. He’s putting in everything he has to try and do that, and I think his numbers physically have improved so much as well. He’s willing every day in training,’ said Arteta.
‘I know him well, so I’m not surprised. I know about his ability and I know the player we have there.
‘As well, the structure has to be there to be able to help him to produce everything that he has inside.
‘On his own, he can’t do it. He needs the collective structure and organisation and his team-mates.
‘Nowadays, there are only one or two players in the world who can do something on their own.
‘He needs help and he needs the team to play in a certain way to facilitate his strengths more and more in the game.’

Manchester United manager Ole Gunnar Solskjaer is confident Paul Pogba will be fit enough to face Arsenal on Wednesday night.
Pogba, 26, was out for around three months with an ankle injury followed by a mystery illness and returned to make a substitute appearance in United’s miserable defeat away to Watford on December 22.
The France midfielder also played 45 minutes of United’s victory over Newcastle on Boxing Day but was then left out altogether as Solskjaer’s men beat Burnley.
Solskjaer said ‘it didn’t feel right’ to play Pogba at Turf Moor and instead opted for a midfield-three of Fred, Nemanja Matic and Andreas Pereira as the Red Devils ran out convincing 2-0 winners.
However, Pogba is back in contention for a starting spot, with Scott McTominay’s knee ligament injury leaving the Red Devils short of options in midfield.
Asked whether Pogba was likely to make the trip to north London, Solskjaer replied: ‘Yeah, I would think so
‘When you’ve been out for such a while, it’s always going to take time to be 100 per cent.
‘He just needed another day, probably, of recovery.’
Solskjaer is satisfied with the depth in his squad but has refused to rule out United making any signings this winter.
‘Well, if we can keep [our forwards] fit and if we can keep on improving, one addition, if you get two additions, of course that’s going to be competition for places, and that’s what you’ve got to deal with at this club,’ the Norwegian said.
‘We haven’t had enough [competition] because we’ve had so many injuries, but now we’re getting more and more players fit.
‘So now I’ve got to leave players out that I maybe should have played.’

‘So [on Saturday] Luke [Shaw] and Aaron [Wan-Bissaka] were replaced by two fantastic performers with Ashley [Young] and Brandon [Williams], so it gives me more options.’
Super-agent Mino Raiola says he will stop bringing his players to Manchester United amid the ongoing transfer saga surrounding Paul Pogba.
Last week, Raiola hit out at United for blocking Pogba’s dream move to Real Madrid and standing in the way of what he claimed would be an iconic moment in French football history.
Madrid boss Zinedine Zidane has made no secret of his desire to work with Pogba and the World Cup winning midfielder has repeatedly returned the compliment to fuel speculation of a possible switch to the Bernabeu.
Raiola has spoken at length with United executive vice-chairman Ed Woodward over Pogba’s future, but the Frenchman has accepted that the club will not sell him for the time being.
And now Raiola has vowed to stop sending any more of his clients to Old Trafford as United, in their current state, would even destroy the careers of some of football’s greats.
‘Today I would no longer bring anyone there,’ Raiola told Italian outlet La Repubblica.
‘They would also ruin [Diego] Maradona, Pele and [Paolo] Maldini.
‘Paul needs a team and a club, one like the first Juventus.’
Erling Haaland completed a move to Borussia Dortmund at the weekend despite Raiola admitting he had more contact with the Red Devils.
‘The club that he had the most direct contact with him was United,’ he told The Telegraph.
‘They spoke to him the most. Everybody had the chance to talk to him in person. We let that happen especially when he knows Ole Gunnar Solskjaer.
‘Clearly he [Erling Haaland] felt that at this moment it was not the right step in his career. There is nothing against Manchester United or Ole.
‘He chose Borussia Dortmund ahead of them and other clubs and I’m very happy because he is going to the club he wanted to go to and that is best for him right now.’
Raiola added: ‘If he wanted to go to Manchester United I would have been obliged to take him to Manchester United but he did not.
‘When you are 19 then maybe you prefer not to go to the Premier League. The offer from Manchester United was good.
‘It was not about the economics. It is just the player chose Borussia Dortmund at this stage of his career.’

Aston Villa are interested in taking Danny Drinkwater on loan from Chelsea in the January transfer window as his spell at Burnley looks to be at an end.
The England international has had a forgettable time on loan at Turf Moor, making just one Premier League appearance since arriving in the summer.
The Clarets have the option to extend his temporary deal beyond 1 January, but given the fact he has played just 59 minutes in the league this season, that seems very unlikely.
Sky Sports report that Villa are looking to pounce on the situation and despite his desperate lack of game time, bring him to the club for the second half of the campaign.
Dean Smith’s side are short in midfield after John McGinn suffered a fractured ankle that will keep him out for around three months.
Drinkwater is seen as an ideal short-term replacement for the Scot and brings plenty of Premier League experience to the side, although precious little from the last two years.
Villa assistant manager John Terry has close links with Chelsea and their boss Frank Lampard, which should make any deal easy to do.
The 29-year-old signed for Chelsea from Leicester in the summer of 2017 for £35m but has made just 12 league appearances for the Blues since the big-money move, not appearing at all in the Premier League over the 2018-19 season.
The move to Burnley offered him a chance to get regular Premier League football again but he has not been able to take it.
Clarets boss Sean Dyche said of Drinkwater earlier in December: ‘He has had a spell out but I think he is generally enjoying what we have to offer here.
‘Obviously he wants more game time but he understands that, having missed so long, that that is a process.
‘Chelsea I think are happy with what he is trying to achieve here and he is working hard. We will wait and see.
‘Because he hasn’t played so much we will take the thinking over the Christmas period because you never know what could change with a chunk of games coming up.
‘We will see if he can get himself a shirt and play well for us.’

Arsenal forward Pierre-Emerick Aubameyang has informed the club he will not sign a new deal at the club and wants to leave to join a side capable of winning major honours.
The Gunners have been locked in negotiations with the Gabon’s representatives over extending his existing deal at the Emirates, which runs out in 18 months time.
However, talks recently stalled due to the uncertainty over Unai Emery’s position at the club and they haven’t renewed since his departure.
Aubameyang signed for the Gunners in 2018 for a club record fee of £57m and the club believed Arteta’s appointment would aid negotiations.
But, according to the Times, Aubameyang has informed the club that he wants to leave and will not sign a new deal.
The 30-year-old told the club that he wanted to join a club capable of winning trophies and it’s his desire to leave in January.
However, Aubameyang knows a January departure is unlikely and he’s willing to wait until the summer before getting his move.
Aubameyang was handed the club captaincy earlier this season when he took over the armband from Granit Xhaka.
Barcelona have been heavily linked with a move for the Gabon international and Arsenal are likely to demand in excess of £50m for the forward.
His strike partner, Alexandre Lacazette, is in a similar situation and talks have stalled between the Frenchman and the club over an extension.

Michael Owen believes Mikel Arteta will earn a first win as Arsenal manager when they welcome Ole Gunnar Solskjaer’s Manchester United to the Emirates.
The two Premier League giants will clash on New Year’s Day, with all 20 sides in action in the first two days of the new decade.
And Owen thinks Arteta, who is yet to deliver three points in his spell in charge of the Gunners, will start 2020 in style by inflicting defeat on their age old rivals.

‘Arsenal have yet to win under their new manager, although I think that will change when Manchester United are the visitors to the Emirates on New Year’s Day,’ Owen told Bet Victor.
‘The Gunners bossed the first 45 minutes against Chelsea on Sunday and, although they faded in the second half, I expect them to build on their improved display against a United side who picked up three points and a rare clean sheet – their first on their travels in the league since February – at Turf Moor on Saturday.
‘This is a fixture that rarely disappoints, and I think the hosts will keep the points.’
Owen also expects Chelsea to pick up a win on the road against Brighton.
‘Frank Lampard will have been disappointed by his side’s first-half display at the Emirates on Sunday but, ultimately, will have been delighted with back-to-back away wins from London derbies at Spurs and Arsenal over the Festive period,’ he added.
‘The Blues have lost seven league games already this season, but I expect them to just do enough to beat a Brighton side who have won four of their last seven home league games.
‘Seagulls striker Neal Maupay has been a revelation so far this term, but I expect Chelsea to again win on the road.’
And unsurprisingly, he’s tipping league leaders Liverpool to record their 19th win of the season.
‘Liverpool are unbeaten in 50 games in all competitions at Anfield and won their last 17 home league games.
‘Yes, they have ridden their luck at times, but you must admire their consistency and resilience as well as their undoubted class and I would be surprised if they didn’t start 2020 as they finished 2019 with a home win.
‘Sheffield United lost their unbeaten away league record at the Etihad on Sunday and they will feel they didn’t have the rub of the green against City, but I would be surprised if they were able to stop this Red juggernaut as they march on at the top of the table.’

Liverpool are considering a move for Sevilla centre-back Diego Carlos after identifying him as a long-term partner for Virgil van Dijk.
Jurgen Klopp is in the market for a new central defender having found himself short in the position this season due to injuries to Dejan Lovren and Joel Matip.
Jordan Henderson was forced to fill in at centre-back during the Club World Cup, and although Lovren and Matip are returning to fitness, Klopp is looking to strengthen.
Carlos has emerged as a primary target to slot in alongside Van Dijk at the back and reports in Spain suggest Liverpool are considering paying his £64m release clause in the summer.
The 26-year-old Brazilian arrived at Sevilla in the summer from French side Nantes for £13.5m.
He has started all 18 of Sevilla’s La Liga games this season as they build an unlikely title bid, currently sitting third in the table only five points off the top.
Such have been his performances that Real Madrid have shown an interest in him as a long-term replacement for Sergio Ramos at the Santiago Bernabeu.
The imposing defender has a release clause in his contract of €75m (£64m) and Spanish publication El Desmarque report that Liverpool are willing to meet it in the summer to beat the competition to his signature, and initial talks have begun.
With the giant fee in the offing, it would be bad news for Matip, Lovren and Joe Gomez as Carlos would likely become first choice alongside Van Dijk.
Lovren was heavily linked with an Anfield exit over the summer and the club are likely to want to cut their losses on the Croation at the end of the season with his contract expiring in 2021.
The 30-year-old was linked with various Serie A clubs in pre-season and the Liverpool hierarchy will look to recoup a transfer fee for him before his contract runs out.

Chelsea have sought clarification over a potential release clause in Timo Werner’s contract as they look to add to their squad in January.
There have been wide ranging reports over a clause in the Germany international’s contract, which has been quoted as low as £25.6million and as high as £51.2m.
Red Bull Leipzig attacker Werner is one of several forwards and wingers and Chelsea’s shortlist, with the club able to dip into the transfer market again after their transfer ban ended and set to spend in January.
And they have begun enquiries to attempt to get a clear picture of how much Werner is available for as they look to lure him to Stamford Bridge, according to The Telegraph.
Leipzig are determined to keep their prized asset, who has scored 18 goals in 17 Bundesliga games this season while providing six assists.
The German side sit top of the Bundesliga and have a mouth-watering Champions League last-16 tie with Tottenham Hotspur to look forward to.
Other potential options include Lyon striker Moussa Dembele, Borussia Dortmund winger Jadon Sancho, Crystal Palace attacker Wilfried Zaha, Bayer Leverkusen’s Leon Bailey and Villarreal’s Samuel Chukwueze.
